Bubi CEO scoops national award

BUBI Rural District Council chief executive Patson Mlilo has won the 2021 Chartered Governance Professional award.

He received the award last Friday at the Chartered Governance and Accountancy Institute’s annual conference in Victoria Falls.

The award is presented to a member of the institute who displays and proves excellence in the chartered governance profession.

Mlilo was lauded for managing to expand Bubi council’s financial base, introducing policies that promoted and enhanced development in the district.

“Mlilo managed to do this by tapping into unexplored revenue sources, among which were a development levy, small-scale miners unit tax and natural resources. He hired a full complement of heads of departments, spearheaded the crafting of a manpower development policy that culminated in almost all the heads of departments attaining master’s degrees and junior staff becoming first degree holders,” read the award citation.

He was also praised for creating an open, transparent tender system through the procurement management unit, and successfully introduced a performance appraisal system throughout council departments.

“He facilitated the establishment of schools, clinics and a mobile clinic and revived and strengthened development committees in schools and health centres.”

FBC Holdings secretary Tichaona Mabeza was runner-up and was complimented for enabling the bank to attract international investors and external financiers.
